TOGAF as an enterprise architecture framework for the integration of technologies and business strategies

The purpose of this study was to design and validate an enterprise architecture aimed at improving clinical, administrative, and technological processes at the Mental Health Center of Piura (Peru), using the TOGAF methodology as a reference framework. The research adopted a descriptive and validation approach through expert judgment, employing a structured questionnaire that encompassed dimensions and indicators across the layers of users, applications, data, and infrastructure. The instrument was administered by ten specialists, who assessed the relevance and consistency of the proposed components. The results revealed strong acceptance of the application layer, particularly in clinical management, appointment management, and pharmacy, reflecting adequate alignment with care processes. However, limitations were identified in the technological layer, especially in terms of interoperability, information security, and support, highlighting the need to strengthen infrastructure to ensure sustainability and quality of services. This work provides empirical evidence in a Latin American context, where technological gaps prevail, and proposes future research aimed at incorporating new performance metrics, conducting longitudinal studies, and making comparisons with other mental health institutions.
